Tokyo is known for its futuristic skyscrapers and bustling crowds, but there are actually so many free rooftop parks offering a bit of tranquility on top of the fast-paced city. These rooftop gardens offer breathtaking views of Tokyo’s skyline while providing beautiful greenery and sitting areas. The best part of the Rooftop parks is that they are free and open to the public! Whether you’re a local resident or just visiting, these rooftop parks are a must-see for anyone looking to experience a different side of Tokyo. So, if you’re looking to escape the city for a bit, check out Tokyo’s best Free Rooftops and enjoy a little slice of green heaven in the heart of one of the world’s largest metropolises.

Miyashita park

This park is one of the newest ones in Tokyo and is definitely one of my favorite rooftop parks in Tokyo. The park is on the rooftop of a three-story high shopping area with many things to do and eat, making it the perfect park to go to. Check out my blog post, 5 Delicious Miyashita Park Foods. The park has a lot of areas to sit in, as well as a skateboard park, bouldering wall, and a sand-covered court, all while being in the middle of Shibuya. This place is definitely one of Tokyo’s best Free Rooftops!

GINZA SIX Garden

After shopping in Ginza, go to Ginza Six, a large public rooftop garden to relax and breathe in some fresh air. It is filled with plants, wooden decks to sit on, and a water area for children to play in. The plants in the garden are actually hand-selected depending on the season. This place is perfect spot for a picnic. Make sure to look down from the glass walls to see the busy streets of Ginza below you and Tokyo’s skyline.

Kiriko Terrace Tokyu Plaza

A hidden rooftop deck that isn’t known to too many people and a secret oasis. It provides a great hidden photo opportunity of Ginza and Yurakucho from above through their glass walls. It is located on the 12th floor of Tokyu plaza with many areas to sit and relax. If you want to relax somewhere there aren’t as many people, come here, bring a lunch and overlook Ginza and Yurakucho.

KITTE Garden

A perfect open rooftop garden to sit down and watch Tokyo Station, and the busy railways filled with trains and Shinkansen. It is located on the 6th floor of KITTE JP Tower, a modern and open mall that has many places to shop. This is a beautiful spot both in the evening and nighttime with footlights installed by the feet.

NEWoMan Garden | Shinjuku

A small rooftop terrace with seating on top of the Shinjuku Expressway bus with great views is located on the 4th floor of Newoma in Shinjuku. It is the perfect getaway from the busy life of Shinjuku.

With Harajuku Park

A little seating deck in the mall of With Harajuku. A nice place to rest your feet while shopping in Harajuku, and you can people-watch people shopping in the area.

Park View Garden

On the sixth floor of Tokyo Midtown, there is a nice scenic green space for people to relax and enjoy some nature over the views of Hibaya and the Tokyo skyline.

Toshima no Mori

A cozy, quiet, and peaceful rooftop terrace with views of Ikebukuro. It is located in the Toshima Ward Office with different garden terraces on the 4th, 6th, 8th, and 10th floors. The 10th floor is the biggest and prettiest, decorated with a nicely maintained garden and a pond.

Ginza Komatsu Rooftop Garden

A rooftop garden located on the 10th floor of the Komatsu building in Ginza. There is even a shrine on this rooftop. Ginza Komatsu hopes that people dropping by the Ginza area will visit their shrine in the sky and enjoy it as a place where they can take a break on a rooftop open to the sky while admiring a variety of plants, and a spot where they can completely purify their feelings while being in the middle of the city.

Tokyo Fish Market Roof Garden

The famous Tsukiji Fish Market has moved to Toyosu, so while you are checking that out, check out the rooftop garden that is on top of the Fish Intermediate Wholesale Market. It is a huge roof with lots of greenery, benches, and many areas to walk around in. Be sure to walk around to see the different views of Tokyo and Tokyo Bay.

Meguro Sky Garden

A beautiful area with many plants, flowers, and greenery. Relax and see the sunset with a view of Tokyo and nakameguro. It is built on the roof of a circular loop junction on the metropolitan expressway! You can even see mt fuji from here on a clear day!

Hotel New Otani Japanese Garden

A Rooftop Japanese Garden that is free access at the Hotel New Otani Tokyo. The area is very traditional Japanese with stone lanterns, bridges, koi ponds, a stone garden, a waterfall, and many flowers and greenery. It is a beautiful garden to walk around and relax at.

Shibuya Parco

Shibuya Parco is a huge mall with popular stores like the pokemon center and the nintendo store, but if you go all the way up, you can enjoy their free rooftop garden. It offers panoramic views of Shibuya from above, and on clear days, you can also see mt fuji.

Ikebukuro Seibu Rooftop

A large and beautiful rooftop garden with lots of seating, as well as many food stalls available on the premises. It is located on the 9th floor of Seibu Ikebukuro, and is decorated with many flowers and greenery, a pond and a small play area for toddlers to play in.

Atré Ebisu – Ebisu Green Garden

On top of Atre Ebisu, a huge mall, there is a big green and flowery area perfect for sitting and taking in nature while looking out at the surrounding areas. Enjoy plants like wisteria, an olive tree, lavender, rosemary, and a herb garden.

Ark Hills – Ark Garden

Ark Garden is a series of multi-level gardens that are spread out across several interconnecting buildings that form the ARK Hills complex. Each area is a different aesthetic which makes it really fun to walk around in.
